Tesla's efforts to introduce Full Self-Driving (Supervised) mode across Europe face regulatory hurdles. An EU-wide approval is not automatic; instead, it requires individual approvals from the national authorities of each member state.
Individual case review instead of blanket approval
Unlike many other driver assistance systems, there is no EU-wide type approval for Tesla's FSD (Supervised). Approval must be applied for and reviewed separately in each country. As recently in Estonia, where authorities have given the green light, this may also be possible in other countries—albeit with varying conditions.

Future prospects
Tesla is working to meet the approval conditions in various EU countries. Besides Estonia, other countries such as Germany and the Netherlands are being discussed as next candidates. An Estonia approval could serve as a blueprint for further countries.
