Frequently Asked Questions

Is FSD (Supervised) permitted in Germany?

No, not yet. The Federal Motor Transport Authority (KBA) is currently evaluating the European type approval issued by the Netherlands (RDW). An official approval or recognition in Germany is still pending.

Does approval mean true autonomous driving?

No. The approved software is FSD 'Supervised', a SAE Level 2 driver assistance system. The driver remains legally responsible at all times, must monitor traffic, and must be ready to take control of the vehicle immediately.

How is EU-wide approval decided for FSD?

EU-wide approval requires a qualified (double) majority in the responsible EU committee. At least 15 of the 27 member states must vote in favor, representing at least 65% of the total EU population.

What role do the UK, Norway, and Switzerland play in this tracker?

Although they are shown geographically on the map (marked as 'Non-EU Member'), they are not part of the EU's qualified majority voting procedure. Because the United Kingdom (post-Brexit), Norway, and Switzerland are not EU member states, they do not hold voting rights in the EU Council and do not count toward the 65% population threshold. These countries are subject to their own separate national approval processes.

What is the Dutch RDW type approval?

The RDW is the vehicle authority in the Netherlands, acting as the primary point of contact for Tesla's type approvals in the EU. The approval granted there serves as the foundation for other EU countries to recognize it nationally prior to an EU-wide regulation.
