Estonia Approves Tesla's FSD: A Quick Step for Europe
Tesla's Full Self-Driving (FSD) has been approved in Estonia today – another clear step forward for Europe. Estonia thus becomes the third country in the European Union to recognize the system, after the Netherlands and Lithuania. Tesla is steadily expanding the rollout of Full Self-Driving Supervised in Europe.
The Approval Process: Based on Existing EU Rules
The approval process relied on existing EU vehicle regulations rather than new laws. Tesla first submitted detailed safety data to the Dutch authorities. These conducted 18 months of tests on real roads and test tracks before issuing a provisional type approval in April 2026. In May, our EU FSD tracker reported that Tesla had contacted Estonia about FSD approval. Estonia then accepted that approval through the mutual recognition rules that apply across the EU single market.
The Dutch RDW authorities reviewed extensive performance data from more than a million kilometers of test drives. They confirmed that the system meets European standards for driver assistance systems. After it was granted, this approval served as a reference that other countries could adopt without repeating the whole process.
EU rules allow member states to accept certifications from other member states. Estonia did not have to conduct its own lengthy tests. The authorities merely reviewed the Dutch results and confirmed that they meet local safety objectives. This method saves time while ensuring adequate oversight.
Comparison of Approval Speed
Lithuania recognized the Dutch approval around May 20, 2026. Estonia followed within nine days. The Estonian transport authority justified the quick decision with its support for innovative solutions to road safety. The local step progressed very quickly once the Dutch foundation was in place.
Outlook: Rollout in Estonia and the Baltic States
Tesla confirmed the approval and announced that the rollout will begin soon. The company is currently preparing over-the-air updates for eligible vehicles in the Baltic region. Owners should watch for a notification on their vehicle screens in the coming weeks. Tesla has not given an exact date. Patterns from other markets suggest that many vehicles could receive the update within the next 2-3 weeks.
